I did some research and learned that in some rare cases, Laughing Gulls can have red legs and red bills. This was attributed to a form of leucism on one web site I check.

Leucistic Laughing Gull at Hunting Island, SC 9/24/2016
Got some distant pics of this interesting gull near the Lighthouse beach access at Hunting Island State Park. I was struck by its obviously bright red legs. This park is in Beaufort County, SC, near Port Royal.
Pics edited for brightness, shadows, and saturation since sun was at a bad angle.
